The location of district lines decide which voters vote for which representative. In 34 states, the state legislature has primary responsibility for creating a redistricting plan--in many cases subject to approval by the state governor. Congressman Alan Lowenthal (D-CA) believes that “people, not politicians” should be ultimately responsible for drawing political lines. Last year, he introduced a national bill H.R. 2978 (his first in Congress) designed with the intention of creating independent redistricting commissions for the U.S. House of Representatives.
