Judge Robert Katzmann on Interpreting the Law of Congress

Chief Judge Robert A. Katzmann of the U.S. Court of Appeals for the Second Circuit and author of the new book Judging Statutes, respectfully disagrees with those, including Supreme Court Justice Antonin Scalia, who believes courts should look to the language of the statute and virtually nothing else.  Judge Katzmann argues that when the law is ambiguous, judges should look at the legislative record behind a law and not just the statute itself.  Judge Katzmann offers his take on the judicial process of interpreting and applying the laws as described in Judging Statutes.
